The Proposed Development is to be located within the townlands of Glenhouse, Lahardan and Ballycahane, Hacketstown, Kilmoyenoge East and Kilmoyemoge West.
Cullenagh Solar Farm
The proposed solar farm is situated on ca. 43.5 ha and will have an export capacity of approximately 33MW.

The Proposed Development consists of a 10-year planning permission for the construction of a solar PV farm, including all the associated ancillary development, and for the 40-year operation, including:
- Solar PV panels laid out in arrays across the Site on ground-mounted frames and ballast mounts;
- 9 No. Transformer Inverter Unit / Stations;
- Electrical and communications cabling within private lands and within the L4026 and L40262;
- Pole-mounted security cameras;
- Perimeter security fencing (2m high) and security gates;
- Upgrade of 1 No existing entrance along the L4026;
- Closure of existing entrance and development of 1 No. new Site entrance on the L40262;
- Upgrade works at the junction of L4026 and L40262;
- 2 No. temporary construction compounds;
- Internal access tracks and;
- All associated ancillary site development, drainage, landscaping and reinstatement works.
The Proposed Development will result in increased renewable electrical capacity, which will, in turn, reduce the utilisation of fossil fuels within the national power grid. Given the Irish Government’s commitment to decarbonising the electricity network in Ireland, this development represents a positive step towards that goal. The Proposed Development will also contribute to meeting the national greenhouse gas emissions reduction targets and have a positive effect on climate change.
The future 110kV on-site substation will form a separate planning application via the SID planning process with An Coimisiún Pleanála (ACP). It is proposed to be located at the consented Battery Energy Storage System (BESS) site, planning reference 24/60163.

Comprehensive assessments have been undertaken and has been submitted as part of the planning application including EIA Screening Report, Natura Impact Statement (‘NIS’), Preliminary Construction Environmental Management Plan (‘pCEMP’) and Environmental and Engineering reports. There has also been a comprehensive noise assessment and glint and glare assessment undertaken. All this information is available to view on Waterford City and County Council Planning Portal.
