Kilmichael Wind Farm

The proposed project will comprise up to 8 wind turbines, with a tip height of up to 182m. ​It will have an installed capacity of circa 55 MW, which would generate enough electricity to power 43,000 homes per annum.

The site is located approximately 5.5km northwest of Gorey, situated within the 'Uplands' Landscape Unit as per the Landscape Character Assessment of the Wexford CDP 2022-2028.

Kilmichael Wind Farm

Kilmichael Wind Farm is currently at the pre-planning stage of a proposed eight turbine wind farm development with an anticipated installed capacity of approximately 55MW at Kilmichael Hill, together with a proposed 110kV substation at Glandoran, Co. Wexford.

Project Location

Located approximately 5km west of Gorey, Kilmichael was identified as a potentially suitable location for the proposed development following detailed site assessments, which demonstrated:

  • A strong and consistent wind resource.
  • Accessibility to the national electricity grid.
  • No significant ecological constraints identified through ongoing environmental reviews and on-site surveys undertaken since March 2023. The proposed Kilmichael Wind Farm has been designed in accordance with the operative 2006 Wind Energy Development Guidelines (WEDGs 2006). In addition, the project has adopted a number of the more stringent measures recommended under the Draft Wind Energy Development Guidelines 2019 (DWEDGs 2019), including a residential setback distance of four times turbine tip height and a commitment to zero shadow flicker at all dwellings.

Proposed Development

The proposed development includes up to eight wind turbines with a tip height of up to 180m, turbine foundations and crane hardstands, new and upgraded site access tracks, underground electrical cabling, temporary construction and storage areas, a meteorological mast, telecoms mast, a proposed 110kV substation at Glandoran and associated grid connection infrastructure and transport route.

As part of the pre-planning process, Regnum is undertaking a comprehensive programme of environmental and technical assessments. Once completed, the findings will be made available on this webpage. We currently anticipate that the studies will be finalised by September 2026.

The findings of these studies, together with feedback received through community engagement, will help shape the final project layout and future planning application.

Local Engagement

Our project team is committed to maintaining an open, transparent and constructive engagement process throughout the development phase and ensuring that local residents have access to clear and factual project information. We have summarised the timeline of engagement with landowners and the community below.

Initial engagement with local landowners commenced in 2023 following identification of the site as a potentially suitable location for development.

To date, two phases of community engagement have taken place: the first in June 2025 and the second in February 2026.

In June 2025, members of the project team carried out local door-to-door engagement and leaflet distribution within the vicinity of the proposed turbine locations.

In February 2026, additional engagement was undertaken in areas surrounding the proposed substation following refinement of the project design.

Project information leaflets, including contact details for the dedicated project team, were left at all properties where residents were unavailable. Follow up visits were held with any resident who requested one.

A dedicated full-time Community Liaison Officer was appointed to the project in 2024 and remains available to engage directly with local residents, landowners and stakeholders.

Planning Process

The project remains at pre-planning stage and no planning application has yet been submitted.

Wind farm developments with a total output exceeding 50MW may be considered Strategic Infrastructure Developments under the Planning and Development Act. As the proposed project has an anticipated capacity of 55.2MW, an opinion has been sought from An Coimisiún Pleanála regarding the appropriate planning route.

A pre-application consultation meeting was held with An Coimisiún Pleanála (ACP) on 12th March 2026 in accordance with Section 37b of the Planning and Development Act 2000, to seek an opinion on whether the application was a Strategic Infrastructure Development or not. Case Number: ACP-323955-25.

In the meeting the proposed development was outlined and introduced to the planning authority. The consultation has not yet been concluded.

Subject to completion of the ongoing assessment, consultation and design process, Regnum currently anticipates submitting a planning application in September 2026.

Any future application will be subject to the statutory planning process, environmental assessment and full regulatory review.

Community Benefit

This project meets the requirements as set out in the Renewable Electricity Support Scheme (RESS).

Under the RESS scheme, renewable energy projects are required to contribute a minimum of €2/MWh generated towards supporting the wider economic, environmental, social and cultural wellbeing of the local community during the 15-year RESS support period.

The Community Benefit Fund is financed directly from project revenues generated through the sale of electricity produced by the project and based on the current project design would equate to an estimated annual contribution of approximately €250,000 during the first 15 years of operation.

These funds are intended to support local initiatives and community-focused measures, including initiatives benefiting households located close to the development.

Funding priorities and allocations are determined locally through a transparent public application process and decisions are made by the Fund Committee.

Fund Committees are typically comprised of independent local representatives, community stakeholders and project representatives, ensuring local communities have a meaningful role in guiding how the fund is managed and distributed.

The Department of the Environment, Climate and Communications has published a “Good Practice Principles Handbook for Community Benefit Funds”, which provides guidance on governance, transparency, reporting and administration of RESS community funds. Regnum is committed to administering any future Community Benefit Fund in accordance with this guidance and recognised industry best practice.
